Code of Conduct for Travel Offers
The Code of Conduct for Travel Offers is a law in the Netherlands that requires prices for travel to be quoted as prices that include all unavoidable costs (i.e. the costs over which consumers themselves have no control such as airport taxes and fuel surcharges).
A specification of all-in prices
Here is a listing that shows which costs are included in the all-in ticket price and which are not.

Because consumers have control over certain costs themselves, these are not included in the all-in ticket prices:
- Reservation costs. The amount for this varies according to the point of sale; it is lowest at www.klm.com.
- Credit card surcharge. If you pay for your ticket by means of a credit card, a surcharge will apply. This cost is eliminated if you pay through a system such as iDEAL.
- Local departure tax. Because this tax depends on the destination you choose, it is not included in the all-in ticket price.
